Abstract

Enterprise cloud transformation in the European Union sits at the intersection of sustainability reporting (CSRD/ESRS), operational and cyber resilience regulation (NIS2, DORA) and AI governance (the EU AI Act). Existing maturity models treat these as separate compliance exercises rather than as one economically quantifiable transformation problem. This paper proposes a harmonised four-construct architecture: a Sustainable Sovereign Cloud Transformation Blueprint (SSCTB) for structural alignment, a Cloud Sustainability Maturity Model (CSMM) for diagnosis, a Sustainable Cloud Value Framework (SCVF) for economic quantification, and a Transformation Risk Index (TRI) as a bounded risk moderator. It formalises their relationships, and proves that the proposed model is bounded and monotone. A pilot Delphi panel and survey (n = 20) give directional support for the maturity–value relationship (H1), partial support for risk moderation (H2) and a first calibration of the cost-of-capital mapping (H3); the direct TRI effect is not significant, and the pilot is small, non-independent and developer-administered. A multi-criterion evaluation maps each validity claim to its present evidence and to the study still required. The contribution is a pilot-tested design architecture, not a fully validated model.
